The Spekter area comprises enterprises that have been separated from the central government administration, have strong governmental ties, or receive state funding.
The collective agreement structure in Spekter consists of the Basic Agreement as well as a collective agreement in two parts; Part A and Part B. The Basic Agreement and Part A of the collective agreement are negotiated between the central parties (LO and Spekter) and apply to all of Spekter's member enterprises. Part B of the collective agreement is negotiated between the trade union and the individual enterprise and contains the terms of pay and employment at the individual enterprise.
The employers' association Spekter is Norway's third-largest employers' association and was founded in 1993 for enterprises with public sector ties.
As of 2026, LO centrally took over the role as a negotiating party in Spekter from LO Stat. This transition has no direct impact on members, but you will see that the name LO Stat appears in documents and texts from the time before 2026.
