National Congress

Our 2026 national congress will be held from November 2nd to 6th at Oslo Kongressenter. You can find more information about this meeting on the national congress website.

The national congress is the Norwegian Civil Service Union's (NTL) highest decision-making body and takes place every four years – next time in 2030, 2034, 2038, and so on. The national congress brings together representatives from all of NTL to shape policy, adopt fundamental documents, and elect the union's leadership. The representatives who attend the national congress are elected well in advance of the meeting by their organizational units.

What happens at the national congress?

The national congress is an important arena where NTL's policy and organization are shaped. During the week the national congress is in session, the representatives have several key tasks:

  • Adopt governing documents such as the principles and action program and the bylaws
  • Elect the union leadership, union secretaries, central executive committee, and national committee
  • Statements on current political issues
  • Debate and make decisions regarding NTL's own organization
  • Approve the budget and accounts

In other words, the national congress is a central event to ensure that NTL's members have a clear voice and that NTL has a direction in its work to safeguard the members' interests.
